Congratulations from the scholars of the Muslim Ummah and their advice to the revolutionaries of Syria.
Praise be to Allah The Almighty who said in His perfect book: “And We desired to bestow a favor upon those who were oppressed in the land and make them leaders and make them inheritors and establish them in the land and show Pharaoh and Haman and their soldiers of them which they were wary of.”
May Allah’s prayers and peace be upon the final Messenger, who said: “A group of my nation will continue to prevail over the truth, and those who abandon them will not harm them until Allah’s command comes, and they are still like that.” [Agreed upon] In some versions of the hadith: (and they are in Ash-shaam).

Dear respected leaders,
The glorious victory and triumphant conquest that Allah bestowed upon the nation in the heart of the Levant (Syria), the historical capital of the Islamic Caliphate and its civilization, by which He removed the state of injustice and tyranny, and prepared for the state of truth and faith, this great conquest and comprehensive victory is an event that must be considered and with which we must stand.
On this great occasion, we, the signatories of this statement from the scholars, preachers، and thinkers of the Muslim nation, declare:

A well-deserved congratulations! We congratulate ourselves, all the mujahideen, all our people and brothers/ sisters in the Levant, and the rest of the Islamic nation in the East and West of the earth on this dazzling victory and apparent conquest that Allah has bestowed upon Islam and Muslims in Syria after decades of trials and tribulations, hardships and seditions, and great sacrifices that our people and brothers there have offered. May Allah accept from us and from them.
It is one of Allah’s days, in which Allah has granted victory to His servant, honored His soldiers, and defeated the parties alone. We thank Him first and foremost. Some advice to the Mujahideen and Revolutionaries:
O great leaders, O those whom Allah has honored with the pinnacle of glory, and opened for them the Levant, the capital of the Caliphate, you are the hope of this nation that has become a nation of orphans at the tables of the mean. Every Muslim on the face of the earth is looking up to you. Their hope is that Allah will restore the glories of the Muslim Ummah and leadership among civilizations,in all fields.
The key to success in all of this is to act upon this advice in which we remind you of what Allah has commanded you to do in His Book, and by his prophet ﷺ.

The most important and crucial advices are:

1- Fear of Allah the Almighty
This is Allah’s commandment to us and to the previous nations as He stated in the Quran: “And We have enjoined upon those who were given the Scripture before you and upon you that you fear Allah.”
And fear of Allah is a comprehensive commandment under which fall the most important commandments, especially in the battlefields, arenas of combat, occasions of victory, and circumstances of triumph. May Allah protect us and you. Allah’s support for you in victory is conditional upon your support for Him in obedience: “Indeed, Allah is with those who fear Him and those who are doers of good.”
His victory will be for you only if you support Him: “O you who have believed, if you support Allah, He will support you and plant firmly your feet.”

2- Unity and solidarity
Disagreement and conflict always leads to loss and failure. Allah Almighty said: “And hold fast, all of you together, to the rope of Allah, and be not divided. And remember the favor of Allah upon you, when you were enemies and He brought your hearts together, and you became, by His favor, brothers.”
“And obey Allah and His Messenger, and do not dispute and [thus] lose courage and your strength departs, and be patient. Indeed, Allah is with the patient.”We have seen in our contemporary experiences the evil of the dispute, disagreement and conflict between the Mujahideen in Afghanistan.

3- Steadfastness on the truth
We advise you to be steadfast in your religion, not to compromise your principles, and to beware of backsliding when you are tested, because the Arabs and the non-Arabs will shoot you from the same bow, so steadfastness, steadfastness!!
Victory over falsehood is not the utmost goal, but it is only the beginning of what is more difficult and arduous, which is establishing the truth and steadfastness on it. Standing on the truth is a blessing from Allah, which is brought about by obeying and fearing Him: “And had We not strengthened you, you would have almost inclined to them (nonbelievers) a little.”

4- Wisdom is a great factor to achieve the utmost major internal and external challenges you face with wisdom, insight, and reasons.
You must proceed gradually in internal reform, and not rush into it, as you are facing the harvest of decades of corruption and depravity in the country and its people. It is not possible to fix everything overnight, but you must continue gradual reform.
You must make use of all human capabilities, materials and administrative potentials inherited from the former regime, after reforming and rehabilitating them, as revolution against the regime does not necessarily mean revolution against these capabilities and potentials.
In the field of other international relations, be flexible but strong, and establish balanced relations with major countries, but not at your expense or compromising of Islamic values , and make good use of the polarizations and opportunities available in international relations.

5- Prioritizing
In light of the enormous amount of duties and challenges that you face, it is necessary to prioritize according to importance and urgency. The most important and urgent duties at present – in addition to the above – are:

• Eliminating injustice, achieving justice, and combining general amnesty for those whose interests require amnesty, and achieving justice for those whose crime is serious and whose sin is great, as our Prophet ﷺ did on the day of Badr and the conquest of Mecca.
• Achieving general reconciliation between the various components, categories, and sects of the noble Syrian people, as required by the bonds of religion, neighborhood, history, geography, and common interests.
• Building state institutions, especially the army and security institutions that preserve the lives, money, and security of citizens, and prevent chaos.

• The judicial institution that achieves justice, which must be completely independent, and its rulings must be applicable to everyone, and all its rulings must stem from Islamic law, as justice is the basis of rule.
• The media institutions that are your mouthpiece, and the mirror through which people look at you.
• Service institutions that provide various services to the people.
• Preparing the constitution, which is the document defining the country, the identity of the state and the people, and is the reference for all systems and laws in the future. It is a constitution that must express the reality of the state under a righteous Islamic rule, that makes Islam its starting point, and its reference, and preserves the legitimate rights of all minorities.

Third: ADVICE to the Ummah(Our blessed Islamic Ummah), O peoples and rulers of the Islamic world, here is Syria the Levant returning to us once again, connecting with the body of the Ummah after a long hiatus, and reclaiming its rightful position in the heart of the Ummah from the blessed land near the Holy House.
This is a historic opportunity to support it, back it, and stand with it in this exceptional historical circumstance.
Syria today needs all, rulers, scholars, media professionals, businessmen, experts, and specialists in various fields and specializations of our Ummah. Likewise, the Ummah with all its components needs Syria.
The fall of the sectarian Assad regime is an opportunity to restore Syria to its Sunni incubator and its rightful position in the heart of the Ummah. If the United Nations, the European Union, and America have begun to review their previous policy toward the revolution and revolutionaries, in order to gain a foothold in the new Syria, then the countries of the Islamic and Arab world are more deserving of that.
O Allah, protect Syria and its people, and complete your blessings and victory upon them, and protect all the countries of Islam from evils and seditions, both apparent and hidden, and save them from the deviation of the deviant people, and the corruption of the corrupt people. May Allah’s prayers and peace be upon our Prophet Muhammad, his family and companions. Signatories:
